• A driveway resurface is repaving over an existing blacktop driveway, without any changes.

• A driveway reconstruction is paving a gravel driveway or changing a paved driveway in any way. Examples are: ripping out an existing driveway, widening or lengthening an existing driveway and/or making a parking spot off of the driveway.
